'Is Google violating the freedom of speech and expression?'

No. They in no way suppress what one says. You can still post your web page wherever and whenever you can find fit. Feel free to blast it over a loudspeaker for petesake. They (Google, or any other search engine for that matter) doesn't have to regurgitate what any and everyone writes/says.

They're a corporate entity (same goes for any other NON-government(US) entity; private or public) - nobody has a (ir)responsibility to anyone or anything to regurgitate what they say or print. Their responsibility is to their shareholders (or owners in private situations). If blocking or removing someone's site hurts their shareholders value, they can then explain their (in)actions to said shareholders, not to the entity wishing to express their ideas. The reverse is true if printing someone's elses expression hurts shareholder value - there will be some explaining to do.

If a customer PAYS or agrees for ranking or inclusion, they have a responsibility to that customer, per whatever agreement they established. And in that case, are at their mercy.

Violating freedom of speech and expression falls under 'some' government's paperwork. I (or any company, public or private) has zero requirments to uphold the 'freedom of speech' of every nutcase by regurgitating any and everything they wish to say.
