Shouldn't you wonder whether you've really done anything better?
First off, I'd like to see them define "social networking" in a term that doesn't include pretty much 100 percent of sites yet is not company specific. Wikipedia, for instance, defines it as such: "A social network service is social software specifically focused on the building and verifying of online social networks for whatever purpose" And social networks: "A social network is a social structure made of nodes (which are generally individuals or organizations) that are tied by one or more specific types of relations, such as financial exchange, friendship, hate, trade, web links, or airline routes."
You could very well define ANY web site as a social network if it is geared to a particular interest or culture. writing.com, Suse boards, etc, all could very well be fit under that term.
As for myspace, there are a few options to this legislation. First off, it could simply bar anybody in the state of Connecticut from using their service. And if some kids start to lie? How is myspace to know?
Next, myspace could use something like a credit card to check the authenticity of a potential myspacer, but that would lead to the requirement of "service fees". Myspace could shift that to a "premium service", but that puts the onus on a few while denying others services (downgrade the number of pictures, for instance).
What I would probably recommend is that the states set up an open source api that would let anybody check authenticity from a driver's license or state identification card. This might, MIGHT, lock out some, but I don't really see that many (how much is an ID anyway? 5 bucks?).
Again, both of those are premised on the fact that this isn't a dippy piece of legislation, which it is.
