Convincing parents is pretty easy.
What do we do when a 2 year old child is allowed to run around in the street unattended? We arrest the parents and charge them with child endangerment. This is much the same thing only the children are a bit older. The upshot of the whole thing is allowing your child to run without supervision any place where there are predators is child endangerment and should be treated as such. If parents buy a child a computer then the parents had better keep tabs on what the kid is doing with the equipment. As for the predators any time they are caught they aught to shot and buried quickly.
