Punishment
The best punishment is the smallest consquence that leads to the desired behaviour.

If your 3.85 student is unwilling to give you the password then ramp up the conciquences, in addtion to grounding she now only gets basics, take any luxury items out of her bedroom. This includes a bed. a blanket on the floor is sufficent. No luxury foods steamed veggies tuna and some white bread meet nutritional needs even if they're not tasty. Up the grounding, only time she can leave the house is for school itself not for practice not for babysitting not of anything but the legally mandated school attendance.
None of these are abuseive in the slightest but I bet that implimenting ONE of them will bring her around in a few weeks.

I've seen this very punishment used by councilors in a state home for problem children.

Our nations parents need to take responsibility for parenting their children. It's not congress's responsiblity
