Ok, Who is writing the Specs for Sex Explicit?

Who is the person that has the responsibility to determine what is meant by sexually explicit?
Does this include wildlife animals shot in the wild?
Does this include any Nat Geo Sites?
Does this include any sites discussing STDs?
Just what is "SEXUALLY EXPLICIT"?
Let's see "Sexually Explicit as defined by Wikipedia " ... The term is not very specific, and what is or is not sexually explicit varies from culture to culture ..."
So who or what is going to define this term in exact words so that a program or bot can detect and alert that a site is "Sexually Explicit" and what culture is offended?
We have a can of worms here that can NEVER be enforced, as the definition is vague on ALL counts.
This is what happens when W.A.S.P. Politicians want to place their individual values on everyone.
I am not advocating porn for or about kids, I am against this irrational attack that will cause more harm than it intends to protect.
And it would appear that it may violate Free Speech and Expression, because it is subject to regional interpretation.
What Entity would have the power to put these people in prison?
Just another witch hunt with no intelligence behind it whatsoever.
Should we demand that all politicians pass an IQ and Common Sense Test before taking office?
This whole thing needs to be put back on the parents and how they supervise their kids.
Develop a program to teach parents and kids how to recognize "BAD SITES" and how to "Change the Channel". It would be money better spent, as education goes a long way.
I am sure that various ISPs like AOL already have programs in place to monitor activity by kids and allow parents to set parameters.
If this is such an issue, then encourage ISPs to provide specialized service which blocks these sites automatically. I mean not just ones that allow adults to surf and kids to surf and the only difference is the login, I mean the entire service is a "Filtered" service for everyone at that ISP connection.
