So tougher laws don't seem to be able to overcome society-wide behaviors. You used to have to be 18 to drink, then with Prohibition they banned it altogether, adding tougher laws and more restrictions. Guess what, people still drank.

Of course in this case, what's proposed is the equivalent of stopping responsible people from drinking while still allowing raging alcoholics all the booze they want (since the broadcast flag will not hinder the serious pirates in any way whatsoever).
