As usual the Senate thinks the US owns the Internet. What possible effect will this have on servers based elsewhere? Unless of course they want to take the China approach and ban web sites with material they don't want their citizens to see.
Again, as usual, the courts will reject it as being too broad and unenforceable under the first amendment.
I'm still waiting for some third world country to declare it self an Internet free zone where anything goes. Just pay them a fee, park your servers there and you can do porno, spam. phishing, gambling or whatever with no interference and no identification to other countries of who owns the sites. They would make a fortune.
