The folks at Voiceglo/TGLOphone have been doing this for a while now (http://www.tglophone.com/) with websites such as eBay, PayPal, MySpace, Yahoo! and so on. Not only that, but the "Click to Call" feature is patented by them (US Patent 6,999,458):
