High-demand sites should charge the telcos!
Once an internet site has achieved a high-demand status with the public, such as ebay, Google, iTunes, Microsoft, etc., they should threaten to bill the telcos and cable companies for allowing the telcos' and cable companies' subscribers to access those high-demand sites. After all, if I couldn't get to ebay or google on my ISP (because my ISP didn't pay ebay and Google) I'd drop them and choose another ISP that allowed access.

The telcos and cable companies have this backwards! If they start threatening fees, they'll end up being the ones paying them to the high-demand web sites, not vice-versa!
