"Nothing has changed that suddenly allows telcos to 'discriminate' beyond what they could already, so why is it so important all of a sudden to take pre-emptive action?"

What's change is the greed has been amplified beyond any normalcy. These people want to come and take it all for themselves, because they feel they're so automatically entitled to it. It's another wonderful result of what's so bad about politicians being able to be so easily bought off.. sad
