What's really interesting
is that the FCC is trying to have it both ways. If the subject is law enforcement, internet access is a "telecommunications service," not an "information processing service." If the subject is open access to a common carrier, the internet is an "information processing service," not a "telecommunications service."

It would seem that these definitions are, indeed, very subtle.
