If the schools made a profit...
... I'd expect them to use those profits towards costs. The content companies will be making a profit from services that work better because of the telcos' pipes dedicated to those services. Let them use their revenues to pay for the capacity they use to make their profits.

There are a significant number of people who vote to starve school budgets because they don't have children in the system. You weren't inventing that possibility.
