When you sign on with a provider the terms state this will happen. You have the choice not to put up a website.

I think if the copyright holder does not want their books, or even parts of it on Google's (or anyone else's) site, that's up to them, not Google.

I'm sure Google has things of their own they won't let be published on any site, including their own.
