Nor between copyright holders and libraries.

In fact, it's easy to imagine every argument used against Google search being used against libraries as well. "We only sold you that one copy of the book for personal use -- not to lend to anyone who walked in the front door." "You're killing our revenue stream -- people don't need to buy our books when they can look things up in a library copy."
