Plenty of poor folks would use the slow lane.
Your concerns can be addressed by different laws. The concerns I brought up would be knocked out by NN laws which would take control away from the providers which is their right in a free market. NN law does more damage than they address. Deserting the lower bandwidth to go in the fast lane is a natural procession or evolution. But there would be a lot of cheap skates utilizing the slower lane.

Maintainence will be provided on all lanes or customers would go with another provider. I don't want to pay for a video network being built-in a one size fits all. Neither would most people if they didn't need it. Lots of folks do not like the internet like us computer folks.
