When did I ever say users shouldn't pay for what they use?

I think I understand what the confusion is. Where I live, people have monthly data limits. I didn't realize that most people in the U.S. have unlimited monthly data transfer.

This article about net neutrality has a talkback with an example:
After Napster our ISP changed the plans to limit monthly traffic to 5GB for $35.00/month or unlimited (no cap) for $48.00.
