I never though of it as unfair but it would harm business. People will conserve if there is a meter and VOIP would die fast. Not only that, you would pay more per megabyte. Maybe it will come to that. Then you could roll over your extra megabytes to the next month so you can download your distro.

Network Neutrality says you can't play any favoritism with the packets. This eliminates tiered services because you are guaranteeing certain packets to get thru, such as 911 or streaming video. It is like having an all you can eat cafeteria and all your customers are 500lbs going back for tenths. You don't see those joints anymore.

They are not extorting money no more than any other business. You are basically nationalizing the telcos. I don't like them either but they are right sometimes. By the way, they own more than that last mile. But Net Neutrality will make QoS illegal. Sorry the law is not that specific and opens a whole new can of worms. Good thing it was shot down.
