Bandwidth hogs would oppose a meter
P2P would cost hundreds of dollars a month as they should. It has been reported that P2P is over 50% of the packets on broadband.

Actually there are laws on the books from blocking your competition from coming on to your pipes. Even with throttling them down. It would be restraint of trade and the Sherman Act. You just want application neutrality stating that similiar services cannot be favored over the other but it would allow tiered services. Tiered services maximizes available resources, so a hardware upgrade can be put off passing the savings on to the customer or maximizes profits or both.

Network Neutrality would make network management illegal as all packets must have equal access. It is also a less efficient way of managing resources and costly for everyone. Fat people also complain of having to pay for 2 seats on an aircraft because they take up 2 seats. Takes more fuel to launch the payload also. Your solution would be to charge them by the pound none none. It would be a costly system to implement and the added overhead we would all pay. Much more economical to go with tiered services with small, medium and large.
