Your solution would be to charge them by the pound none none. It would be a costly system to implement and the added overhead we would all pay. Much more economical to go with tiered services with small, medium and large.

That's how I pay for meats at the deli. Why not airline tickets? You have said it would be costly but you did not say it would be unfair. Is fairness too expensive?

And let's say network neutrality became law. How would that prevent an ISP from providing small, medium and large bandwidth tiers to their customers? They do that already.

That's why I believe that by controlling the choke point (last mile) and using preferential treatment they can extort money from the content providers. This isn't about tiered service. Like I said, they do that now.
