Hey Telcos!
I realize this is moot and has been put on hee a number of times, but here's how to finance the buildout of your precious monopolizing infrastructure from which the entire world benefits.

Differentiated service is already being done on a per user basis. Give me billing structure that allows me to get 1, 3, 5, 7, or 10 Mbps down and 1, 3, 5, 7, 10 Mbps up. Charge me for the pipe I want to connect with. Charge me once for it. This is already how it works, essentially. What's wrong with this system? I pay 30 bucks a month now and my 384k uplink pisses me off!! It pisses me off so much that if you came to me and said, "hey, we took out a few of those 25 hops between you and our big honkin' SONET pipe... would you like to pay more for a higher speed on either your uplink and dowlink?" I'd first, pass out from the common sense approach, and after regaining consciousness respond, "YES!! YES!! YES!!"

...but if you tell me that you signed a deal with yahoo, so Google's going to be slow as hell, along with a few other sites of interest to me that didn't shell out the cash, I'm gonna keep on using the smallest pipe I can get away with for what I want/need to do because why bother? You've financed your stupid infrastrucure to give me more speed that I can't f-ing use? My decision will be based on PRICE alone instead of SERVICE. Even ISDN starts to look viable again with that model. I'll gleam with nostalgia as I recall the whistles and crackles of my good ol' dialup modem in the days of the wild wild west before these bastards tried to put TWO hands in my pocket instead of just one.
