You dont want net neutrality...
You want application neutrality. If your application beats the hell out of your ISP, you should pay more for it but your ISP cannot charge the competition more for the same service. Why should someone pay more than $6.99 for e-mail only and the bandwidth hogs (p2p) pay no more than the going rate. Let the people that wear out the infastructure faster pay the bill. Better yet, separate pipes from services so that pipes cannot leverage their services over the competition, or bring on high powered WiMax.
