If only big truck companies used the highway...

...that would be an unfair advantage over little truck companies who could only afford the slow roads.

Maybe less money would be spent upgrading the slow roads, giving even more of an advantage to the big truck companies.

The monopoly in the trucking business could also pay for expansion into other business areas, say asphalt construction, using their monopoly cash flow to undercut or outspend rivals.

Hypothetical? Standard Oil bought the railways and priced their smaller rivals out of business. (They were first given a generous offer to sell their business.) Microsoft provides a more recent example.

On the other hand, a gas tax allows roads to be financed in proportion to use, just as charging for amount of data transferred allows internet bandwidth to be fairly charged under "net neutrality".

The internet is arguably as important to society as the roads, since the "information highway" is the most democratic medium we have.
