They're afraid that the telcos won't be able to charge those using the pipes specially designed to carry bandwidth intensive paid services like video.
In that case, the telcos might not build the special pipes.
Regulators might create difficulties for the telcos when they attempt to charge all users for the services used only by companies like Google. Does seem unfair.
And if there's any danger that no one will pay the telcos for extra capacity, then the telcos won't build the extra capacity.
Makes sense.
I remember a blog entry in which the author wondered why the hardware companies had not come out in favor of network neutrality. I responded by saying that if they did join in, they would oppose network neutrality as a possible reduction in sales.
