How to cure the patent troll disease
The patent office should require two things of all new patent applications.

One: that a working prototype be subject to review when the patent is about to be approved. What this does is require the patent filer to actually CREATE a working thing before their allowed to patent it.

Two: require that that patented product be available for sale on the US market with a two year time period after approval of the patent. That deadline could be subject to extension if and only if the applicant can provide proof of efforts to bring the item to market.
