The patent office should require two things of all new patent applications.
One: that a working prototype be subject to review when the patent is about to be approved. What this does is require the patent filer to actually CREATE a working thing before their allowed to patent it.
Two: require that that patented product be available for sale on the US market with a two year time period after approval of the patent.
