But they haven't apparently demanded that Microsoft reduce the frequency of and the amount it keeps paying up to all and sundry in settlement or fines and the accompanying legal bills.

In case you didn't know, "good will" is considered essential for long term (financial) viability. I would say that Microsoft is seriously in the red as far as "good will" goes.
