If we could only replay history with the Netscape bundled by default and

The reality, the average Joe opens what comes with the computer, and it works more or less, he uses it. And, at the time, Netscape was a five hour download via modem, another show stopper.

Then corporations have enough trouble keeping systems patched and doing training. They do NOT want two of everthing installed on each computer. Even if they would rather have Netscape, they were forced to pick IE since they only wanted to support and patch one browser.
