There's nothing to stop school boards (or if necessary, state legislatures) from doing this without Congress having to lift a finger (and there's good reason to believe that many will). Since there is no constitutional warrant that I'm aware of for Congress to act on this (it's certainly not a commercial regulation) *and* it's litigation bait for the ACLU, it's dead certain that it would be years before any such law would actually be enforced. More likely, it would eventually be struck down by the courts.

AFAICT, the sole purpose of this bill is to help members of Congress get reelected.
