Follow the money
The seemingly contradictory stances can be explained by looking at campaign donations. MS' rivals put up a good chunk of money to get their complaints rolling. In the case in this article, the RIAA/MPAA and the DRM manufacturers put up their fair share of money to get the legislation gutted and turned into the exact opposite of what it was originally intended to do.

Also note that Apple wasn't the big player here, nor the group with the biggest objections. The real players were the copyright holders and media companies who are basing all of their future profits on limiting user activities. Apple could have shrugged off this decision, but the movie and music companies would have had their plans for massive profit increases at your expense crushed by it.
