I guess they finally realized that:
"the alterations in the legislation signify willingness by some in the French government to honor the rights of companies that don't wish to share their technology with competitors"

In other words, they realized that they would then have to share all the Airbus, ESA, ect technologies with the rest of the world. Can't have it one way without a backlash.

As for the protesters, theses are the same students and teenagers that are protesting the new labor laws that no longer "garantee" them a job for life...
