Yes, but this goes beyond Hotmail.
Microsoft is migrating their entire Windows Live system away from POP3 and IMAP. That means as more companies and services adopt Windows live, the more they'll be required to use Microsoft-only products, forcing vendor lockin.

Since Microsoft has a strong hold on the market already (85-95% depending on estimates) they'll be able to force adoption of their proprietary system and move people away from established, opoen standards.

It's typical Microsoft.
