Not synonyms.
“Invent” connotes actually getting into the technology, getting one’s hands dirty in the bits and bytes and protocols and such. “Create” (particularly when used non-exclusively, as Al did) can mean anything from including “invent” to also including “funding” or “promoting the development of.” Gore never said nor implied that he “invented” the Internet, which is the common claim. That claim is a lie.

Granted, the predecessors of the Internet existed back in the early 1970s (what existed in 1969 had about as much to do with the Internet as we know it today as a $200+ four-function red-LED-display calculator from the early 1980s has to do with today’s personal computers).
