Cerf is a Prince
The Internet is generally traced to Licklider's 1962 "Galactic Network" memos. By 1965 a two-node test was underway. In 1969 the first federal contract for a working internet was granted, and on December 5th of that year the internet became functional.

By 1973 the internet was international, and on March 23, 1976, Queen Elizabeth II of England sent her first internet email. Eight months later, Al Gore was elected to his first term in Congress.

Perhaps one could argue that Al Gore took the initiative in naming the internet, since it was called by other names before 1982, but as an entity the internet was in full operation while Al Gore was still in divinity school, even before he became a newspaper reporter.

Without a doubt, Vint Cerf was being charitable.
