violation of presumed innocence?
Isn't this type of law similar to presuming that everyone is guilty? The logs of your activity would be collected and archived - and perhaps made available to law enforcement without any search warrant. Any massive data archive becomes an immense temptation to hackers who may want to abuse the information for data mining or identity theft. If law enforcement gain access to the data, they may abuse it for personal investigations of acquaintances - it would not be the first time.

We should also consider the impact on small business. Some shops set up a small wifi access point in order to attract customers. In many cases, they don't even require authentication. They don't have the funds or know-how to implement this type of logging, and it would significantly hinder their patrons.
