Humm are you sure he said that?
Regarding your remembering Bush saying to a group of billionaires "You are my constituency!? I doubt you actually heard him say that. What you most likely heard and saw came from the Michel Moore?s film Fahrenheit 9/11. More correctly Bush said "I call you the haves and the have-mores. Some call you the elite; I call you my base." The event was the Alfred E. Smith Memorial Foundation Dinner, an event where speakers traditionally make fun of themselves. Al Gore was at the same fund raising charity and said the following the very same night to the very same audience: "The Al Smith Dinner represents a hallowed and important tradition, which I actually did invent." Gore promised that he would put "Medicare in a walk-in closet," put NASA funding in a "hermetically sealed Ziploc bag" and would "always keep lettuce in the crisper."

The event raised 1.6 million for medical care for the poor.
