The difference is whether they diliberately mislead people.
Some sites use keywords to attract you to mislead you to visit sites that are irrelevant. In the store if you see two irrelevant product together you don't visit the store again because you can't find what you are looking for.

Wouldn't it be good to have a search engine that kept a list of your personally rejected web sites so you could avoid them again? Of-course they would sell that information too.
