Only as secure as the password
If you use some easy to figure out password, or tell the wrong person what it is, then it means your password isn't secure, not GMail. It could also be that someone is not using a secure connection, such as an open wireless access point that could be sniffed, in which case the user again must take at least part of the blame. A third option where Google cannot take full blame is if the user was phished for his GMail account info.

Not having a GMail (or any other Google based) account, I can't really comment on their security measures. Seeing that the user account was accessed in order to delete it, I can't see how they can really be blamed. How many other webmail providers allow the same thing? I would think many do. I remember Hotmail was really easy to close at one point, with no confirmation through a secondary email.

This isn't to say confirmation through a secondary address can't be added as an extra security measure, but it seems Googles popularity has really brought certain issues like this to the forefront. There are probably many webmail providers with the same "flaw", they just aren't scrutenized like Google is.
