I totally agree, people who created the award and wrote the article have no knowledge of genomics whatsoever.
Sequencing a whole genome still takes a lot of time and money even knowdays. Furthermore, many genomes have already been sequenced and are part of the public domain. There are many databases allowing free access to that information (NCBI, EMBL for example).
