it's HIPAA, and it's not really based on just humans
The database would be (from what I've gathered) a collection of the information about genetic sequences of all the species of plant and animal life on Earth (and beyond someday?) which is based on all the possible variations of the genetic information per species. It's not so much that they would be documenting each individuals specific sequence but rather showing all the different possible sequences that could arise in a Human being therefore allowing researchers and inventors to experiment with possible solutions to root problems caused by genetic factors.
Information is still information no matter what it is and should be respected but generally accessible to everyone - Honesty is always the best policy.
