Maybe you should be required to make the thing
"My Grandfather had several patents on farm equipment back in the 50's/60's. The difference is, he actually invented, designed, built and SOLD these devices. They were REAL, not imaginary."

Indeed, and the patent is supposed to reward the costs involved in inventing, but if you never actually make the thing you're patenting, what costs do you have?

Plus when you release a new steam engine it's obvious to everyone how it works, so trade secrets don't work, you have a high investment and a short time to recoup the cost before its copied.

But if you never actually make the thing, and its only on paper, then an NDA/No use/trade secrets is sufficient. You choose who you release it to, its not like you're showing the invention to the world.

Also ideas are fine in theory, but when you actually implement them, it's then that you hit the problems. If you can't make it, how is anyone supposed to make it from your second hand description in patent form??
