IF we could agree on what content (example "porn"), then it could just work. Say all porn sites MUST be registered in the .xxx domain - but they can keep their .com sites, just make them CNAMES and redirect to .xxx which would be EASILY caught by spam filters. You would also HAVE to "lock up" the IP addresses i.e. the .xxx domain MUST have an identifiable range of IPs. This could be accomplished by reserving an IPv6 range for these addresses (it would certainly give the ISPs a kick in the butt to go to IPv6).

Once you have isolated the .xxx domain, it would be a TRULY opt-in situation - something that EVERYONE wants today. NOW to define what content goes there . . .
