It's always comes down to the bottom line.
Corporations only care about increasing their bottom line. They will support any increase or decrease in government regulation that allows them to charge customers more. If a tiered system allows them to squeeze more money out of you and I, then the corps are all for it.

This is similar to the discussion about regulating cable television and forcing Comcast and others to offer channels a la carte. Comcast says "No way!". Why? Because they make more money by forcing us to pay for crap channels that we don't want. It will be a cold day in hell before Comcast offers a la carte without government intervention and I wish the government would get on it already. But, it will also be a cold day in hell before this corporate friendly government regulates Comcast.

It always comes down to the bottom line.
