Application Neutrality
There might be solution in this whole issue if we pursue application neutrality. The problem with network neutrality is that all data are treated the same, and doing so will give video and webpages the same priority on the network. This would make it harder to maintain consistent service with new IPTV applications and such. However, if the market has taught us anything, giving the telecom companies the right to be gatekeeper will only allow them to abuse the system for profit.
A better solution would be application neutrality, where telecom companies will be allow to give certain applications such as IPTV or VOIP 911 service higher priority on the network. However, they will only be allow to do this if they do not charge competitors and content providers for the same priority level of service for their IPTV or VOIP application. Meaning, while IPTV will be given priority on the network, all IPTV providers will be given the same priority without charge.
