it's a head scratcher
I love the Cisco quote: "imposing specific network neutrality rules now to address hypothetical problems would only compound the problem." Ya think? happy Congress imposing regulations on an industry that has thrived without them...all to solve a problem that doesn't yet exist. It's a head-scratcher, IMHO.
