WiMAX only changes the 1st layer (OSI) medium.
WiMAX only changes the media (layer 1), everything else stays the same. You will still have to connect to the fiber backbone at some point, though you will get (as in testing in Japan now) a faster pipe for mobile handsets, laptops and other routers between remote locations (1st half, 2007: Nokia & Intel). It is just terrestrial wireless and will be the domain of the telecommunications companies (whomever is left after the mergers are over) who own the fiber long hauls. No real changes.
