Relatively... Yes!
And almost everything in life IS relative, if you look at it from an intelligent viewpoint.
(Intelligence of course, being relative.)

* MS - your quote of "30 BILLION bucks".
* Mozilla - the quoted 5 million bucks.

* MS - All Windows OSs, Office, SQL Server, Visual Studio, BizTalk, Dynamics, X-Box, Games, MSN, Mice, Keyboards, MSN TV 2, NICs, Network Base Stations, Accounting SW, etc. (I'm sure I missed something.)
* Mozilla - Browser, E-mail Client, Bug Tracking System, Calendar Client. (That's it. 4. Right?)

And I didn't break them down; like XP Home, 2003 Server Datacenter, etc. For Mozilla, there's fewer breakdowns.

$5m funding for 4 products isn't bad at all.
Of course, they don't NEED much. They work smartly and without waste.
