You are exactly right. Open API does not mean open source.
But not all API are open. Some vendors do keep API to themselves, not allowing third parties or the customers themselves access. Some of them think they will lose customers if they publish their API. Obviously this WAS the case for Mapquest, otherwise there would be no story.
