From what I can piece together, it would work like this.

your network provider would blackmail some companies to pay to get the normal network speed, but if they don't cough up some bucks, they get put in the slow lane. On the consumer side, they will put all videos and music in the slow lane and maybe leave normal browing in the normal lane, possibly even block access to some services altogether, unless you pay a higher fee to use those services on their network. Its total ******** and just another way to make up for all the mistakes they made in the 90's
