Yes, unfortunately, I do understand.
An investment in infrastructure is producing new capacity. The issue is Who pays for it, because the telcos are going to profit from it.

One scenario is, you pay for the extra capacity. Companies also pay for the extra capacity, in that they pay more to use more bandwidth. But they save some money based on your payments.

The other scenario is, the users and companies which are using the extra capacity pay for it. You as a customer can receive the higher speed downloads, but you're charged for it only when you use it.

Either one of those includes the differential pricing the Senator who authored the bill approves. That means companies who use the capacity for larger, faster downloads pay more.

Yes, you're paying extra for broadband. Comparatively slow broadband which can get overloaded.

You can get faster, better service, and you'll pay for it. The only issue left is whether you want to subsidize companies and their customers who are making money from the faster service.

The companies are going to pay. Are you?
