This may not be exactly it, but there's a need for something.
Complete non-regulation seems to end up in a lot of unintended consequences, i.e., the telco deregulation which was supposed to encourage competition and lower prices ended up with huge conglomerates offering little consumer response and higher prices. And the airline dereg doesn't even need to be mentioned. Market regulation of services has a very poor track record. This whole issue needs to be carefully thought through with a view to avoiding such consequences and regulated to the least extent possible. For the moment, this bill is better than nothing. Meanwhile,. fast lane for the highest payor seems to fly in the face of the spirit of the net.
