How would the 'fast lane' work in the first place?
For example, let's say I want to stream a video from a distant site. The reality is that the packets from the site will have to traverse at least a dozen nodes before ending up at your computer. Chances are, the better number of those nodes will belong to a network that's not owned by my ISP. IOTW, if some network segment cannot keep up the pace, you will still get the typical stuttering and syncing issues that streaming video exhibits. Ditto for the server that's actually serving the content.

On the other hand, I'm quite certain that regular users will be forced to suffer degraded performance because network owners are not likely to start laying more fibre.
